Bryan Lim, PPP second nominee, said reduced funding has affected the delivery of services intended for fisherfolk, whom he described as among the most vulnerable sectors reliant on government assistance.
“Gitanggalan jud ug budget ang Davao, at least sa First District ha. I can’t speak sa second ug third, kay Omar kay wa pa man nako naistorya. Pero definitely si Pulong.
Then si Harold sa PPP. Mao na makaingon ko this administration ba suko sila kay Pulong. Ang PPP naka-align sa mga Duterte, ilang gitanggalan og budget. Dili man gutumon si Pulong ug si Harold; ang magutom ang constituents nila.
Like si PPP ang sektor na gina-gunitan, ang fisherfolk. So kinsa karon ang magutom? Fisherfolk. So, okay na sila nga bahalag magutom ang fisherfolk basta kung kalaban ka,” Lim told Edge Davao.
He also reacted to the recent statement of Palace Press Officer Atty. Claire Castro, who said President Ferdinand Marcos Jr. continues to support Davao City through various government programs and projects, and that no region is being neglected under the current administration. According to Lim, local-level assistance in some areas has been sustained through personal initiatives.
“Same thing sa First District, pagkahibalo gani nako, gikan na sa personal ni Pulong ang gina-paabot niya nga tabang sa constituents sa District 1,” he said. Lim reiterated that PPP represents the fisherfolk sector nationwide and said it covers nearly three million registered workers. He further said that some planned interventions, including boat repair assistance, livelihood support, and technical training, have been delayed due to coordination issues with government agencies.
“Unsaon paghatag og bangka… naa unta mi mga training through TESDA, pero pag-abot sa mga agencies, dili na sila motabang,” Lim said. He said PPP continues to seek alternative support channels through allied lawmakers and partners in government, but acknowledged limited resources for sectoral programs.
“Sayang kaayo… tungod aning pamulitika, delayed na pud ang pangandoy para sa mga fisherfolk,” he said. Meanwhile, Lim renewed PPP’s call to convert the Bureau of Fisheries and Aquatic Resources , currently under the Department of Agriculture, into a separate Department of Fisheries, saying this would ensure dedicated funding and stronger policy focus for the sector.
“Karon ang BFAR, every time naay plano, i-agi pa sa Department of Agriculture. Kung mahimo na siyang department, naa na’y full budget ug sariling prioritization,” he said. He argued that fisheries programs often compete with agriculture priorities within the DA, resulting in limited allocation for sector-specific needs such as cold storage facilities and post-harvest infrastructure.
“Pag-adto sa Department of Agriculture, mahimo dayon priority ang farming… mao na gamay kaayo ang makadawat og benefits,” he said. Lim added that establishing a separate department would allow direct budget allocation and more focused implementation of fisheries programs nationwide, particularly in coastal areas such as the Davao Region. He said the proposal has long been discussed but has yet to move forward due to political issues and competing legislative priorities in Congress.
