MANILA, Philippines — The Philippine National Police has started an in-depth investigation of the allegations of former Lieutenant Colonel Jovie Espenido that there was a quota and reward system when the PNP implemented Oplan Double Barrel during the Duterte administration.
PNP chief General Rommel Francisco Marbil said that the seriousness and gravity of the allegations raised significant public concern.He assured the public that a thorough investigation would be conducted.'We take these allegations with the utmost gravity.
The review panel will scrutinize all facets of the anti-drug campaign, particularly those related to human rights, operational protocols, and accountability mechanisms that were previously in place.'Our objective is to address any concerns, ensuring that the PNP's anti-drug operations are conducted in a manner that upholds the rule of law and respects human dignity,' Marbil said.
