Rommel Francisco Marbil, the PNP is still making refinements on traffic management plans to minimize inconvenience to the public.
There is nothing to worry about, there is no problem, but what I said is they can go on with their protests but make sure they don't cause inconvenience,' he added.'It's the public who is burdened here. It's a problem created by both the rallyists and the excessive deployment of security forces.'Under Article 7, Section 23 of the Constitution, the President is required to 'address the Congress at the opening of its regular session.
