The Toll Regulatory Board (TRB) is bringing back cashless toll collection on all Philippine expressways starting March 15, 2025. Motorists will be required to have a valid Electronic Toll Collection (ETC) device or Radio Frequency Identification (RFID) sticker installed on their vehicles. The program was initially launched in 2020 but was temporarily suspended due to operational issues. The TRB aims to optimize toll lane usage and improve traffic flow with this initiative.

The Toll Regulatory Board (TRB) announced on Saturday the resumption of cashless or contactless toll collection on all expressways starting March 15, 2025. This comes after a trial run of the program. From March 15th, all vehicles using toll roads will be required to have a valid Electronic Toll Collection ( ETC ) device or Radio Frequency Identification ( RFID ) sticker installed.

The cashless system was initially launched in December 2020 but was temporarily suspended due to operational challenges. The TRB states that this initiative aims to optimize toll lane usage by implementing the ETC system. Vehicles without valid ETC devices or RFID stickers will still be permitted to enter toll lanes. However, they will be required to install a valid ETC device or RFID sticker at a designated location after the toll plaza or the nearest installation site. The Land Transportation Office (LTO), through its authorized personnel, will issue either a Temporary Operator's Permit or a Show Cause Order to violators of the 'No Valid ETC Device, No Entry' policy, as outlined in the DOTr/LTO/TRB Joint Memorandum Circular No. 2024-001. Appropriate penalties will be enforced. The TRB observed that dedicated toll lanes for cash payments often experience congestion, hindering the smooth and efficient flow of traffic. The agency anticipates that implementing strict ETC-only lanes will result in improved traffic flow. Motorists who haven't yet obtained an ETC device or RFID sticker are urged to do so promptly to avoid penalties and ensure seamless travel on toll expressways. The TRB emphasizes that expressway concessionaires, operators, and RFID service providers are responsible for establishing more RFID installation sites, offering diverse loading modes and stations within and outside the toll expressways. They are also expected to actively engage with customers through outreach programs, such as caravans and corporate events. Furthermore, they should set up installation sites before major toll expressway entrances. The TRB also stresses that the application and installation procedures for ETC devices or RFID stickers should be streamlined and simplified. Installation is free, and there is no mandatory balance requirement. ETC/RFID subscribers can load the exact amount of toll fees needed for their journey. These measures aim to make the process user-friendly and convenient for motorists
