The Philippine government is set to launch a new, standardized PWD ID by 2025 to replace existing IDs that are prone to counterfeiting. The new ID will feature RFID technology and biometric data for enhanced security and verification.
The Department of Social Welfare and Development (DSWD) in the Philippines plans to launch a unified Person with Disabilities (PWD) ID by the end of 2025 to combat the proliferation of counterfeit identification cards. This new ID, with a standardized design for all PWDs nationwide, will replace the current system where different local government units (LGUs) issue IDs with varying designs, making them susceptible to forgery.
The DSWD will conduct pilot testing for the unified ID until June 2025, offering both physical and digital versions. The ID will incorporate Radio Frequency Identification (RFID) technology and capture biometric data of the individual. To ensure data security, the DSWD is collaborating with the National Privacy Commission and the Department of Information and Communications Technology.Application for the unified PWD ID will remain through an LGU's Persons with Disability Affairs Office (PDAO). The PDAO will encode the applicant's data into an online system in real time, after which the DSWD will issue the ID, which can be collected from the local PDAO. This system aims to address concerns regarding the verification of existing PWD IDs, allowing establishments to readily confirm the authenticity of presented IDs. While the unified ID system promises real-time data encoding and reliable verification, a legal opinion clarifies that establishments cannot deny discounts to individuals presenting unverified PWD IDs. This is because the law does not mandate verification for PWD cardholders to receive benefits
