The Department of Labor and Employment (DOLE) in the Philippines expects an increase in foreign workers in 2025 due to strategic investments. To ensure that foreign expertise benefits the local workforce, DOLE has implemented stricter regulations on Alien Employment Permits (AEPs). These new rules prioritize Filipino workers, require skills transfer programs, and introduce an Economic Needs Test to justify foreign worker hiring.

THE Department of Labor and Employment expects an increase in foreign workers entering the Philippines in 2025 as strategic investments bring in highly skilled professionals across key industries.

“While we approve the employment of foreign nationals, there must be a transfer of skills and competencies to Filipino counterparts.” — Patrick Patriwirawan, Bureau of Local Employment Director The new rules also introduce an Economic Needs Test to determine whether hiring a foreign worker is justified based on the availability of qualified local talent.

Labor Secretary Bienvenido E. Laguesma also noted that President Marcos’s foreign trips are expected to generate over P4 trillion in investments, further boosting demand for specialized labor. Employers must also submit structured training programs to demonstrate skills transfer to Filipino understudies.

At the same time, the total ban on Philippine Offshore Gaming Operators is expected to reduce AEP applications, as many permits in previous years were issued for Pogo-related jobs.
