The Philippine Supreme Court has ordered the government to respond to a petition questioning the constitutionality of the 2025 national budget. Petitioners argue the budget is unlawful for various reasons, including insufficient funding for the state health insurer PhilHealth, exceeding presidential recommendations, and prioritizing infrastructure over education. The president has warned of a government shutdown if the petition is successful.

The Supreme Court has ordered the House of Representatives, Senate, and Executive Secretary Lucas Bersamin to comment on the petition challenging the General Appropriations Act of 2025.

In addition, they claim that it is unconstitutional since the Bicameral Committee Report on the General Appropriations Bill contained blank items. Meanwhile, in a separate interview with Manila Standard, lawyer Michael Yusingco explained that “if the GAA in its entirety is declared unconstitutional, then it would mean a failure to pass a general appropriations bill.”
