The Philippine government is taking significant steps to enhance budget transparency by institutionalizing the monitoring and evaluation of the national budget. This initiative aims to showcase the impact of government spending and solidify the Philippines' position as a leader in open government practices.
The Department of Budget and Management (DBM) is moving towards institutionalizing the monitoring and evaluation of the national budget. This initiative aims to solidify the Philippines ' position as a leader in budget transparency . Budget Secretary Amenah F. Pangandaman announced at a press briefing during the Open Government Partnership (OGP) Asia and the Pacific Regional Meeting that the government will soon implement this system.
Pangandaman emphasized the importance of demonstrating the impact of government spending, particularly in areas like education, social protection, health, infrastructure, and climate change. The 2025 national budget, set at P6.326 trillion, represents a 9.7 percent increase from the 2024 budget of P5.767 trillion. This allocation equates to 22 percent of this year's projected gross domestic product (GDP). Responding to calls from civil society organizations for greater budget transparency, the Philippines has introduced the Philippine Public Financial Management (PFM) Reforms Roadmap 2024-2028. This roadmap outlines 11 strategic focus areas for managing public funds, emphasizing accountability, efficiency, and transparency across government agencies.Key reforms include strengthening the planning and budgeting process, improving cash management, enhancing public asset management, reforming accounting and auditing practices, building PFM capacity, promoting digital PFM, establishing a robust PFM policy and legal framework, streamlining public procurement, integrating disaster risk reduction and management, implementing PFM for local government units, and establishing comprehensive monitoring and evaluation systems for public expenditure. Pangandaman highlighted the role of digitalization in achieving budget transparency. The DBM has already begun implementing systems and applications for an integrated financial management information system and a budget treasury management system. These online and real-time platforms will track disbursements and all government transactions, with plans to eventually integrate them with government procurement. Pangandaman chairs the Philippine Open Government Partnership, which hosted the 2025 OGP Asia and the Pacific Regional Meeting. The OGP is a global initiative promoting government transparency, accountability, and responsiveness to citizens. The event focused on advancing open government principles and addressing regional challenges through the sharing of best practices and innovative solutions.
