The Department of Energy ( DOE ) expressed its openness to regional collaboration with ASEAN countries to further advance the Philippines ' nuclear energy agenda. Energy Secretary Raphael Lotilla emphasized the desire for a regional approach, not only in emergency response but also in training human resources crucial for the sector.
Lotilla stated that the Philippines is not limiting its partnerships to US companies following the 123 agreement on nuclear cooperation with the United States, which came into effect in July 2023. The agreement, he explained, has facilitated information and technology exchange with the US, enabling the Philippines' private sector to directly engage with American companies for potential collaborations. The Philippines is actively exploring partnerships with other countries like Japan, which provides technical expertise, the United Arab Emirates, with whom a memorandum of understanding for cooperation in the energy sector was signed, and South Korea, which has agreements to assist the Philippines in its nuclear energy endeavors. The International Atomic Energy Agency (IAEA) recently conducted a Follow-Up Integrated Nuclear Infrastructure Review (INIR) Mission to the Philippines, concluding with an encouraging assessment of the country's nuclear power program. Lotilla highlighted that the IAEA's recognition of the Philippines' progress in addressing most of the recommendations from the initial 2018 INIR Mission underscores the Philippine government's commitment to developing a robust nuclear power program. The INIR team observed significant advancements, including the adoption of a clear national position on nuclear energy through a presidential executive order, the drafting of a comprehensive nuclear law, and strengthening capacities in human resource development, regulatory frameworks, radiation protection, radioactive waste management, and emergency preparedness and response.
