The Bureau of Corrections and several government agencies have signed an agreement to implement a comprehensive reintegration program for released violent extremist offenders, focusing on rehabilitation, skills training, and community support to prevent recidivism.
The Bureau of Corrections (BuCor) has taken a significant step towards bolstering national security and fostering societal rehabilitation with the signing of a landmark memorandum of agreement (MOA) on Monday.
This collaborative initiative, forged with a diverse range of government agencies, aims to establish a fully institutionalized reintegration program specifically designed for released violent extremist offenders (VEOs). The agreement outlines a comprehensive framework encompassing the development, meticulous implementation, consistent monitoring, and thorough evaluation of a program meticulously tailored to address the unique needs of individuals formerly involved in violent extremism.
BuCor Director General Gregorio Catapang Jr. emphasized that this holistic strategy isn't merely reactive; it proactively begins *before* an offender’s release and extends well into the post-release phase, creating a crucial bridge between the structured environment of correctional facilities and the complexities of community life. This proactive approach is intended to minimize the risk of re-offending and prevent the resurgence of violent ideologies.
The core of the reintegration program is built upon several key pillars, each designed to address a critical aspect of a VEO’s successful return to society. These include intensive psychosocial and spiritual counseling, aimed at addressing the underlying factors that contributed to radicalization and fostering a positive worldview.
Recognizing the importance of economic stability, the program will also provide comprehensive skills training and livelihood assistance, equipping former offenders with the tools necessary to secure sustainable employment and contribute positively to the economy. Equally vital is the focus on community integration and family reunification, acknowledging the crucial role of social support networks in preventing recidivism.
Furthermore, the program incorporates peace education and counter-narrative initiatives, designed to challenge extremist ideologies and promote tolerance and understanding. A robust monitoring and evaluation system will be implemented to track the progress of participants and ensure the program’s effectiveness, allowing for continuous improvement and adaptation. BuCor currently identifies 166 individuals deprived of liberty as VEOs, the vast majority – 162 – being Filipino nationals, with the remaining four being foreign citizens.
The agency believes this program is essential to addressing the root causes of extremism and preventing future threats. The signing of this MOA represents a unified front against violent extremism and a commitment to providing former offenders with a genuine opportunity for rehabilitation. The establishment of a Steering Committee, as outlined in the agreement, is a particularly important development. This committee will serve as the primary decision-making and oversight body, ensuring the program remains focused, effective, and accountable.
The diverse composition of the signatories underscores the multi-faceted nature of the challenge and the necessity of a coordinated response. Participating agencies include the National Commission on Muslim Filipinos, playing a vital role in cultural sensitivity and religious guidance; the Department of the Interior and Local Government, responsible for local security and community engagement; the Department of Social Welfare and Development, providing essential social services and support; the Department of Labor and Employment, facilitating employment opportunities; the National Intelligence Coordinating Agency, contributing intelligence and security expertise; the Anti-Terrorism and Program Management Center, offering specialized knowledge in counter-terrorism strategies; and the Bangsamoro Autonomous Region in Muslim Mindanao, providing regional context and support.
