The House Quad Committee, tasked with investigating extrajudicial killings in the Philippines, has declined to cooperate with the International Criminal Court (ICC) if it seeks evidence gathered during the committee's hearings. The committee chair argues that as the Philippines is no longer a member of the ICC, it is not obligated to provide information.
The House Quad Committee , responsible for investigating extrajudicial killings (EJKs) in the Philippines , has stated its refusal to cooperate with the International Criminal Court ( ICC ) if it requests evidence gathered during its hearings. Surigao del Norte Representative Barbers, the lead chairperson of the committee, emphasized that as the Philippines is not a member of the ICC , it is not obligated to provide any information.
Barbers clarified that although the committee will not directly cooperate with the ICC, it welcomes public access to the records of its hearings, which are available on social media platforms. \When questioned about the committee's response to a potential ICC subpoena for evidence, Barbers stated that they cannot be subjected to such a request. He suggested that the ICC could coordinate with the Philippine national government, specifically the Department of Justice (DOJ), as all the committee's records are already public due to their availability on social media. Barbers also mentioned that there has been no official communication from the ICC to the committee as of yet. \The Philippines initially ratified the Rome Statute, the treaty establishing the ICC, in 2011 but withdrew from the court in 2018. This withdrawal took effect in March 2019. The ICC is currently investigating former President Rodrigo Duterte and other high-ranking officials from his administration for alleged crimes against humanity related to the systematic drug war deaths that occurred during his presidency. While police reports indicate around 6,000 deaths, human rights groups estimate the number to be significantly higher, potentially reaching 30,000, including killings by vigilantes. In a recent development, Duterte was arrested upon his arrival in Manila from Hong Kong following the ICC's issuance of an arrest warrant against him. He is currently detained at the Hague Penitentiary Institution and attended the ICC's pre-trial hearing via video link on Friday. The next hearing, scheduled for September 23, 2025, will focus on confirming the charges against him
