The Philippine government aims to achieve 100 percent nationwide electrification, a goal requiring a substantial P100 billion investment. Energy Undersecretary Rowena Guevara, speaking at the Microgrid Systems Provider (MGSP) Investment Forum on January 28, 2025, highlighted the potential return on this investment, projecting an additional economic contribution of P314 billion, equivalent to 1.8 percent of the gross domestic product (GDP).

Guevara emphasized that the current electrification rate stands at approximately 92 to 93 percent, with Mindanao lagging behind at 70 percent. To bridge this gap and ensure equitable access to energy, the government is prioritizing microgrids and sustainable energy solutions to power unserved and underserved communities. She acknowledged the inherent challenges in achieving 100 percent rural electrification, particularly concerning investment risks. Financing projects in these areas often comes with geographical, technical, and financial uncertainties. However, Guevara passionately encouraged investments in microgrid solutions to electrify over 200 underserved and unserved areas across the Philippines. She underscored that such investments extend beyond mere energy infrastructure, encompassing economic resilience, environmental sustainability, and social impact. The expansion of MGSP, she argued, creates robust investment opportunities aligned with future energy trends. Guevara highlighted the numerous advantages of microgrid solutions, including reliable and resilient energy supply, economic development, job creation, environmental sustainability, and improved access to education and healthcare in marginalized communities. She stressed that over 200 areas require microgrid system developers, representing communities with vast economic potential that have long been excluded from the nation's energy development journey. A comprehensive study conducted between 2010 and 2018, utilizing data from the Philippine Statistical Authority, Department of Health, and the DOE, revealed a strong correlation between household electrification and economic growth. The study demonstrated that increasing household electricity access from 0 to 8 hours could elevate income and expenditure by 17 percent; from 8 to 16 hours, by 33 percent; and from 16 to 24 hours, by a remarkable 50 percent
