Police Lieutenant General Benjamin Santos Jr., formerly the PNP deputy chief for operations, voluntarily turned himself in and posted a P200,000 bail. Santos' surrender came after his lawyer reportedly communicated with the CIDG to arrange his appearance.

Authorities were waiting for him at the Ninoy Aquino International Airport Terminal 1. According to the Manila court, Santos' bail relates to a case alleging violations of the Comprehensive Dangerous Drugs Act of 2002, particularly concerning delays and mishandling in the prosecution of drug cases. This incident is part of a broader controversy surrounding a 2022 anti-drug operation where police officers are accused of planting evidence and obstructing justice. The case centers around dismissed Police Master Sergeant Rodolfo Mayo Jr., who was arrested during a drug operation in Manila in 2022, with authorities seizing approximately 990 kilograms of suspected shabu valued at over P6.7 billion. Mayo's previous role as an intelligence officer for the PNP Drug Enforcement Group is noted. He was dismissed in March 2023 on charges of grave misconduct and unbecoming conduct of a police officer. The bogus hot pursuit operation against Mayo, where he was allegedly caught with two kilograms of shabu at Quezon Bridge, is at the heart of the legal case against him and other implicated officers. The panel of prosecutors described the operation as a staged attempt to rectify a previous botched anti-drugs operation against Mayo after realizing he should not be released
