According to PAOCC Director Winnie Quidato, some of the larger Philippine Offshore Gaming Operators (POGOs) are breaking down into smaller groups, rebranding as Business Process Outsourcing (BPO) companies, and relocating to less scrutinized regions like Visayas and Mindanao. This move comes in response to increased PAOCC scrutiny and raids.

This move is in response to increased scrutiny and raids by the PAOCC .
The POGOs that were once operating in thousands are now forming 'guerilla groups' of around 10 to 20 people. Quidato highlighted an example during a raid in Parañaque City, where a suspected POGO was found operating from 45 houses within one subdivision. The PAOCC has noted that these operations are now spreading to Visayas and Mindanao, areas that were less frequently targeted before. Quidato also mentioned that some foreign employees of POGOs are also relocating to these regions
