Philippine Parliament Postpones BARMM Elections

The Philippine government has agreed to postpone the first parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from May 12th to October 13th. The postponement is due to the Supreme Court's decision to exclude Sulu from the autonomous region.

Philippine Senate President Francis Escudero announced on Tuesday that the House of Representatives has consented to adopt the Senate version of a bill delaying the inaugural parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao ( BARMM ) from May 12th to October 13th. This unified version of the legislation will be forwarded to President Ferdinand Marcos Jr. for his signature before Congress concludes its session on February 7th.

This comes ahead of the two-month campaigning period leading up to the May 12th midterm national and local elections. President Marcos had previously designated the Senate bill as urgent. Escudero emphasized that the postponement was imperative due to the Supreme Court's recent decision that excluded Sulu from the BARMM. Presidential peace advisor Carlito Galvez Jr. provided senators with a detailed explanation, stating that rescheduling the BARMM elections would enable his office to concentrate on its decommissioning efforts. 'By managing a substantial number of small arms and light weapons through this process, we can mitigate the threats posed by unsecured firearms during the election period and ensure that election-related violence remains within reasonable government control,' Galvez stated. The initial proposal for the postponement was introduced by Senator Escudero on November 4th, the first day for candidate filings in the BARMM elections. Senate Bill (SB) 2862 aimed to shift the election date to a later time. The bill's explanatory note cited the Supreme Court ruling as a compelling reason for the postponement, particularly due to its legal implications regarding Sulu's removal from the autonomous region. Speaker Martin Romualdez responded by introducing a similar measure, House Bill (HB) 11034, in the House of Representatives the following day. Subsequently, the House agreed to adopt the Senate version of the bill
