The Philippine government is planning to investigate a supposed 'grand conspiracy' within the Philippine National Police ( PNP ) to hide controversial drug cases. Local Government Secretary Jonvic Remulla made this statement following the filing of administrative charges against 30 police officers, including several high-ranking officials, involved in a 2022 'simulated' buy-bust operation in Manila that resulted in the country's largest drug seizure.

'Our theory is this all goes back to 2016 until they were caught in 2022. It seems that it became a standard procedure of some elements of the PNP to seize a haul, give a partial report, and then stash away the rest,' Remulla said during a briefing at Malacañang. 'There seems to be a grand conspiracy to conceal a criminal enterprise. Look at the case, from sergeant to chief PNP; all are included in the story,' he added. The official was referring to a 'drug raid' on a company called Wealth and Personal Development Lending Inc. (WPD Lending) on October 8, 2022, which led to the seizure of 990 kilograms of methamphetamine hydrochloride, also known as 'shabu' worth 6.7 billion pesos. Arrested during the operation were Master Sgt. Rodolfo Mayo, a member of the PNP Drug Enforcement Group and one of the respondents, and a certain Ney Atadero. Also implicated were Lt. Gen Benjamin Santos, BGen. Narciso Domingo, Col. Julian Olonan, Col. Arnulfo Ibañez, Lt. Col. Dhefry Punzalan, Lt. Col. Glenn Gonzalez, Maj. Michael Angelo Salmingo, Chief MSgt. Emmanuele Docena, SMSgt. Jerrywin Rebosora, SMSgt. Marian Mananghaya, MSgt. Carlos Bayeta, MSgt. Alejandro Flores, MSgt. Lorenzo Catarata, Lt. Jonathan Sosongco, Lt. Silverio Bulleser II, Lt. Randolph Piñon, Lt. Ashrap Amerol, Cpl. Joshua Ivan Baltazar, Cpl. Jhan Roland Gelacio, SSgt. Arnold Tibay, Pat. Hustin Peter Gular, Pat. Rommer Bugarin, Pat. Hassan Kalaw, Pat. Dennis Carolino, Pat. Nathaniel Gomez, Pat. Mario Atchuela, Pat. Windel De Ramos, Pat. James Osalvo, and Pat. Darius Camacho.Mayo was an intelligence officer for the PNP Drug Enforcement Group. He was dismissed from service on March 21, 2023, over three counts of grave misconduct and conduct unbecoming of a police officer.Remulla asserted that the alleged cover-up may have stemmed from the 'reward system' implemented by the PNP in 2016. 'So, what happened was, they would make an arrest, give a reward, and then grant a promotion. That became their system,' he said. Remulla said the investigation would be conducted by his department, the Department of Justice, and their attached agencies. He said no one would be spared if their investigation showed that more police personnel had conspired to cover up their or their colleagues' involvement in bogus anti-narcotics operations from the past administration to the present leadership
