PURA Luka Vega has been declared persona non grata in not only one but in many local government units (LGUs). Among these are Manila, Laguna, Cebu City, Dinagat Islands, Mindoro Occidental, General Santos City, Floridablanca in Pampanga, Toboso in Negros Occidental, Bukidnon, Nueva Ecija and Cagayan de Oro City. At the rate she is going, and with many LGUs now trying to join the bandwagon, she would probably earn the distinction of having the highest number of LGUs not welcome her.
Declaring someone persona non grata traditionally results in the actual prohibition of travel to a particular place. The phrase literally translates to 'unwelcome person.' Legally, it is used by a state to deny entry to a diplomat or to eject one who is already a resident of the state as a form of censure for conduct unbecoming.Obviously, Pura Luka Vega is not a diplomat.
Obviously, she can always invoke her free speech rights, and the fact that she performed in a bar and not in a church or during a religious ceremony. It is also important to point out that those who were in attendance during Vega's performance obviously were not offended, considering that they were not the ones who sued.
