Persistent obstacles to RE development must be addressed
EARLIER this month, the Department of Energy caused a bit of a public stir when it announced that it had initiated the process to terminate 21 of the 42 service contracts awarded to renewable energy developer Solar Philippines due to lack of progress. This was entirely appropriate on the DoE's part, as Solar Philippines and its subsidiary SP Next Energy Corp.
As one example, solar developers are given just two years to complete pre-development work, such as securing permits, conducting surveys, performing feasibility studies, and securing possessory rights for the land that they intend to build on. Prospective developers of RE projects are also required to obtain a 'certificate of authority' before signing a service contract.
