The MOA was signed by Comelec Chairman George Erwin M. Garcia, PAO chief Persida V. Rueda-Acosta, BuCor Director General Gregorio Pio P. Catapang Jr. and Rivera. The UNED is a distance learning and research university founded in 1972 and is the only university run by the Spanish government.
