The passengers failed to provide documents to the Bureau of Customs as they docked in Lapu-Lapu City, Cebu, according to a report by Super Radyo Cebu that was aired on "24 Oras Weekend" on Saturday. The captain of the ship said that their employer had ordered them to bring the chemicals needed to clean the ship from Japan.
