KUALA LUMPUR — I previously used the recent Thai-Cambodian border clashes and the ceasefire agreement reached in Kuala Lumpur as an example to explain why a ceasefire often takes time to come into effect, and why, even after a ceasefire, occasional “resumptions of fire” may still occur.

The delay in implementing a ceasefire is largely due to both sides needing some time to build a mechanism of mutual trust, and also battlefield realities where, as the old saying goes, “when the general is in the field, the ruler’s orders may not be followed.”As for “resumptions of fire” after a ceasefire, earlier I gave a few examples, including how shortly after the Kuala Lumpur ceasefire took effect, Thailand and Cambodia accused each other of violating the agreement.

Indeed, when we talk about wars fought mainly on land and about ceasefires in such wars, the question of landmines inevitably comes up — and it is a particularly thorny one. Why so? Because war, especially land warfare, is by definition about inflicting harm. More bluntly, it is about causing casualties, and the whole point is to maximize damage to the enemy. Otherwise, it is hardly war at all.Of course, Sun Tzu famously argued that the highest form of warfare is to win without fighting.
