'The term 'shall' in election rules is compulsory,' the resolution stated, stressing that strict adherence to procedural rules is not optional in election-related cases. The division cited jurisprudence establishing that failure to meet mandatory requirements is grounds for dismissal. 'The Commission cannot assume jurisdiction without those basic procedural elements,' Comelec Chairman George Erwin Garcia said on Friday.
