A \u0027horrendous\u0027 year for ambulance delays meant no ambulances available to respond to 911 calls in 1,819 times during 2022.

One of those Level Zero events occurred last October, when officials from an Ottawa elementary school made a desperate call to 911 about an 11-year-old student with no vital signs. The girl, who had muscular dystrophy, was pronounced dead after being transported to CHEO. “ offload delay is the No. 1 driver of our Level Zero events,” he said. “We have had paramedic crews stuck in offload delay for hours. That is probably the largest impact.”
Poirier said the system created a sense of helplessness among the people taking the calls and paramedics sometimes forced to respond to a seemingly less urgent call while more urgent patients are waiting.
