Regional Coroner Louise McNaughton-Filion, whose office investigated the death, said the investigation looked at all factors that could be related to the death and concluded: “Ambulance response time was not a factor in this death.”Article contentHe said the health system crisis resulting in delays offloading patients at hospitals drove the Level Zero spike in Ottawa and elsewhere in 2022.
Even with those factors, Poirier said the situation could be improved with a dispatch system that did a better job of distinguishing between the highest priority calls than the one currently required by the province. Ottawa and most municipalities in Ontario are required to use a system that places calls for someone sweating and someone having a stroke, for example, in the same high priority category, Poirier said. When there are delays, paramedics must answer the first call in the queue.
Ottawa and other paramedic services have been asking the province for a new Medical Priority Dispatch System for years. Poirier said it would do a better job of getting paramedics to the most serious calls faster by allowing ambulance communication officers to determine which calls needed help first. Especially now, with the health system in crisis, he said, it would reduce the chances of poorer outcomes for patients.So far, only a few municipalities in Ontario are using that system.
