Janette Garin exercised prudence.Charges were filed against Garin and several other government officials, as well as top executives of vaccine manufacturer Sanofi Pasteur Inc. and vaccine distributor Zuellig Pharma in 2019.

''Definitely, the mass health experimental Dengvaxia disaster should have been avoided if due diligence, foresight, skill and care were exercised by all the accused without rampant waste of public funds,' PAO said in a motion for leave to file counter manifestation, a copy of which was obtained by The Manila Times.
