President Ferdinand Marcos Jr. has tapped Luis Meinrado C. Pañgulayan, Undersecretary of the Department of Agrarian Reform (DAR), as the new ad interim Commissioner of the Civil Service Commission (CSC). Pañgulayan's appointment comes amid the current recess of Congress, allowing him to immediately assume his responsibilities. However, his confirmation will be contingent upon the Commission on Appointments' decision during the next legislative session.
President Ferdinand Marcos has appointed Department of Agrarian Reform (DAR) Undersecretary Luis Meinrado C. Pañgulayan as the new ad interim Commissioner of the Civil Service Commission (CSC). Executive Secretary Lucas P. Bersamin confirmed on Monday that Pañgulayan will succeed former CSC Commissioner Aileen Lourdes A. Lizada. Pañgulayan currently holds multiple roles, including his position as director of the Career Executive Service Board (CESB) alongside his duties at DAR.
As of press time, it remains unclear whether Pañgulayan will continue to serve as director of CESB, which governs the Career Executive Service. During his time at DAR, Pañgulayan established the DAR Association of Career Executives (DAR ACES) in 2021. Marcos issued Pañgulayan's appointment papers last Monday, while Congress is currently in recess. This allows Pañgulayan to immediately assume his duties, but his appointment is subject to confirmation or rejection by the Commission on Appointments during the next legislative session.
