The provincial government-run hospitals in Pangasinan , Philippines, achieved a historic milestone in 2024 by collectively generating the highest revenue collections in the province's history. According to the year-end report from the Provincial Treasurer's Office, hospital fees collected reached P546.14 million, surpassing the target of P400 million by a remarkable P146.14 million.
This achievement highlights a significant turnaround in the financial performance of the hospitals, which previously relied heavily on subsidies from the provincial general fund.Other notable contributors to the province's revenue included taxes on sand, gravel, and quarry products, which generated P235.6 million, exceeding the target of P120 million by P115.6 million. Real property taxes, traditionally the top revenue earner, came in third with P194.43 million, P59.4 million above its target of P135 million. The provincial government operates a network of 14 hospitals, including one provincial hospital in San Carlos City, six district hospitals in Tayug, Bayambang, Mangatarem, Lingayen, Alaminos City, and Urdaneta City, and seven community hospitals scattered across various municipalities.Governor Ramon Guico III attributed the revenue turnaround to several factors, including the Medical Assistance for Indigent and Financially Incapacitated Patients (Maifip) program, which he successfully secured from the national government. This program provides crucial funding support to all 14 hospitals. Guico also highlighted the improvement in claims management with the Philippine Health Insurance Corp. (PhilHealth), specifically the significant reduction in return-to-hospital (RTH) claims and denied claims in 2024. RTH claims occur when submissions lack compliance with specific requirements, while denied claims are deemed invalid due to unmet criteria. The governor emphasized the administration's commitment to modernizing all 14 provincial hospitals by constructing new facilities, acquiring state-of-the-art equipment, and prioritizing better hospital services to ensure the well-being of the province's more than 3.1 million residents
