“Kung buo ang ROTC natin, ang daling tawagin. Pag tinawag mo, organisado na sila, naka-platoon na sila, ang dali na silang utusan. Meron lang sinusunod na discipline, meron nang commander ,” Padilla saidPadilla served as a reserve officer in the Philippine Army.
