It’s one of few such charges laid since federal legislation prohibiting the intimidation or harassment of health-care workers came into effect in January.

Ottawa police have issued an arrest warrant for a Windsor man charged with hate crimes targeting a person working in health care, the first such charge issued by that police department.

The charges are the first of their ilk laid by the Ottawa police since the enactment on Jan. 16 of Bill C-3, which amends the Criminal Code to prohibit: “intimidating a person in order to impede them from obtaining health services, intimidating a health professional in order to impede them in the performance of their duties or intimidating a person who assists a health professional in order to impede the person in providing that assistance.

In Toronto, health-care workers and patients had to be escorted through picketers to health facilities as anti-government protesters blocked off downtown streets and harassed them. That seems like relatively few, especially in light of the scope of harassment of health-care professionals during the convoy protests, which began only a few weeks after the law took effect.“It does make sense that there’s a bit of lag between the passage of the legislation and the application of the legislation,” he said. “I think what we’re starting to see now is that providers are starting to see the situations where this might apply.
