THE Office of the Solicitor General on Monday asked the Commission on Elections to unilaterally rescind the Memorandum of Agreement it entered into with Rappler. It said that the deal signed by the poll body and Rappler on Thursday, February 24, on fact-checking, poll-related content production and voter awareness promotion was illegal.
'Thus, the MoA contravenes this Constitutional limitation and the proscription against foreign participation in the conduct of the elections.' Calida noted that 'the MoA's provisions are also problematic for encroaching the Comelec's power and rights.' Calida pointed out that 'local outfits, including members of the National Press Club, which are constitutionally qualified to undertake the role given to Rappler can do a much better job.
