BACOLOD CITY — The Kadalag-an Festival of Victorias City was declared champion of the “Panaad sa Negros” Best of Festival Dances competition at the Panaad Stadium in Barangay Mansilingan here on Tuesday night, April 18.ADVERTISEMENT Rudy Reveche, cultural competitions chairman, said Tinabu-ay Festival of Murcia won first runner-up, while the Kansilay Festival of Silay City was adjudged second runner-up.

Pinta Flores of San Carlos City and Kisi-Kisi Festival of Ilog won third and fourth runner-ups respectively.
