The TPS’s response to AI in policing arrived in two stages. Roughly a year and a half after the Clearview AI scandal, the forces’ civilian oversight organization, the Toronto Police Services Board , released a draft policy on artificial intelligence . After a brief period of public consultation, the board approved this policy last winter.
In November, Toronto police offered a first reply to the TPSB’s policy: “a framework for the acquisition and use of AI technologies.” A quiet release with a one-month window for submissions is hardly sufficient for public consultations around these difficult issues. None of our previous recommendations for the TPSB policy were included. These are not the actions of a police force committed to public engagement.
The focus on procurement further misses the need for better oversight. AI implementation does not work like other technologies. It requires constant public auditing and re-evaluation by independent bodies, parts missing from the policy now.
