The ABC understands excessive overtime has been a major concern, with 650,000 hours of overtime paid out in the 2021–2022 financial year.The email Mr Baxter received outlined three main reasons for the decision, including financial concerns regarding the organisation, and its direction under his leadership.
"In 2017 I joined FRNSW with a plan to make real and positive change for our people and for the community of NSW, guided by your feedback and desire for a better and safer workplace," he wrote. Mr Dib thanked the outgoing commissioner and said Premier Chris Minns's government was recruiting an additional 600 firefighters.
