The National Irrigation Administration will need at least a P200 billion budget annually for its irrigation projects to ensure food security in the country.
NIA Administrator Eddie Guillen further said that the P200-billion budget would fund “short to long-term projects of the agency such as the construction of high dams, restoration projects, solar pump irrigation initiatives, and water impounding projects.” The NIA chief, quoted by GMA News, disclosed that the agency already proposed P200 billion to the Department of Budget and Management for next year’s budget.The official nevertheless expressed confidence that Congress will help the agency receive a bigger allocation once the budget deliberations for the P6.352-trillion proposed national expenditure plan begin.
The DBM is targeting to submit to Congress the proposed budget next year a week after the third State of the Nation Address of President Ferdinand Marcos Jr. on July 22.Meanwhile, Guillen said the four high dams —which stand above 75 meters or with a reservoir storage capacity above 60 million cubic meters— are now up for bidding.
The four high dams projects of the NAIA are the following: P8.6 billion Tumauini River Multipurpose Project in Isabela province; P19 billion Panay River Basin Integrated Development Project in Iloilo composed of two the Panay High Dam, the Panay Afterbay Dam; a high line canal; and a floodway component the P22.7 billion Ilocos Norte-Ilocos Sur-Abra Irrigation Project II and the P9 billion Ilocos Sur Transbasin Project.
