President Ferdinand Marcos Jr. has appointed Dr. Edwin Mercado, a US-trained orthopedic surgeon, as the new president and chief executive officer of the Philippine Health Insurance Corp. (PhilHealth). Mercado replaces Emmanuel Ledesma and will focus on improving financial management and expanding primary care programs within the agency.

According to the Presidential Communications Office , the president administered the oath on Tuesday during a ceremony at Malacañang Palace.Mercado replaces Emmanuel Ledesma as head of the government-run agency tasked with providing the public with health insurance coverage under the National Health Insurance Program.
The new PhilHealth chief served as vice chairman of the Mercado General Hospital/QualiMed Health Network since 2021. A graduate of the University of the Philippines College of Medicine, Mercado earned a Master of Medical Sciences in Global Health Delivery from Harvard Medical School in 2023. He also holds an Executive Master’s in Healthcare Administration from the University of North Carolina.
Under his new role, Mercado faces ongoing efforts to improve financial management and expand primary care programs in the agency.
