The government’s deal with Greens to fund low-income households to switch from gas to electric appliances could create a clash with property investors.

New measures to force landlords to install energy-efficient appliances and legislated building standards will be needed to support low-income households shift to clean energy, social justice groups say, which could set up a government clash with the vested interests of property owners.

Australian Council of Social Service chief executive Cassandra Goldie said previous renewable energy policies largely benefitted wealthier people at the expense of those on lower incomes by subsidising people who could afford the upfront costs of installing solar panels. “We have the technology and resources available to us to put equity and fairness at the heart of our transition to a clean economy, and that’s what we’re calling for.”Ben Kreunen, who rents with two housemates in the eastern Melbourne suburb of Ringwood East, wants to transition from his gas-ducted heating to a non-gas system.

Real Estate Institute of Australia president Hayden Groves said the industry was already installing energy-efficient appliances in many new dwellings and was supportive of schemes to do the same in existing properties and would not accept measures that force all the costs onto landlords. Gavin Dufty, the executive manager of policy and research at St Vincent De Paul, said renters were bearing the full brunt of the energy crisis because they were exposed to old energy systems. But the government needed a “carrot and stick” approach if it wanted to tackle the private rental market, which would require the involvement of states as they control residential tenancy laws.
