The Provincial Disaster Risk Reduction and Management Council had earlier recommended the declaration, citing the extensive damage and the need for immediate action under Republic Act 10121.Siarelco has temporarily deployed generator sets borrowed from other cooperatives, implementing a six-hour rotational power schedule in four municipalities. Plans are under way to expand coverage to more areas.
