The National Citizens' Movement for Free Elections (NAMFREL) on Monday urged the Commission on Elections (Comelec) to set a date on the conduct of the next barangay and Sangguniang Kabataan elections (BSKE) as they reiterated their opposition to its postponement.

The poll watchdog also cited Article X, Section 8 of the Constitution which grants Congress the authority to determine by law the term of office of barangay officials: “The term of office of elective local officials, except barangay officials, which shall be determined by law.” NAMFREL cited Article VI, Section 25 of the Constitution which states, "No law shall be passed authorizing any transfer of appropriations; however, the President, the President of the Senate, the Speaker of the House of Representatives, the Chief Justice of the Supreme Court, and the heads of Constitutional Commissions may, by law, be authorized to augment any item in the general appropriations law for their respective offices from savings in other items of their respective appropriations.
NAMFREL likewise countered the argument of stability and continuity offered by the incumbent barangay and SK leaders, explaining that stability and continuity has "no worth" if not backed by a renewed mandate from the people. "Even if the BSKE is postponed to May 2023, December 2023, or even to 2024, it will still be divisive," NAMFREL said.
