MOST of the lawmakers in the upper chamber of Congress appear to be either engaged in wishful thinking or deluding themselves in their created fiction of independence or pretending to be housed in an institution clothed with independence — uninfluenced and unmoved by the demolishing power of the presidency.They amusingly present an appearance of being oblivious to the reality of Philippine politics.
Rightly or wrongly, the president, whoever is elected, has no choice but to control the lawmaking institution because on it depends the passage of priority legislative bills so needed to successfully pursue the president's program of government.Rightly or wrongly as well, the lawmakers are foreclosed from deviating from the legislative agenda of the president — or opposing the declared presidential policies.
