NCRPO acting director Brig. Gen. Anthony A. Aberin reported a significant decrease in index crimes in Metro Manila during January 2025 compared to the same period last year. The decline was attributed to stricter enforcement of local ordinances and collaborative efforts with security partners and community members.
The National Capital Region Police Office ( NCRPO ) reported a significant 19.61 percent decrease in crimes against persons and property across Metro Manila during the entire month of January compared to the same period last year. NCRPO acting director Brig. Gen. Anthony A. Aberin stated that the eight focus crimes, or index crimes, reduced from 561 incidents in January 2024 to 451 incidents last month.
These index crimes encompass both crimes against persons—murder, homicide, rape, and physical injuries—and crimes against property, specifically robbery, theft, carnapping, and motorcycle theft. Aberin highlighted that the most substantial decline in index crime was observed in rape, with a 46.49 percent decrease, followed by physical injuries, which saw a 37.14 percent reduction. Despite this positive trend, Aberin emphasized the need to sustain these efforts and continue implementing measures to prevent criminal activity. He urged his officers to go beyond this initial success and strive for further improvements in Metro Manila's peace and security. Aberin stressed the importance of collaboration with security partners and community members in achieving this goal.Since assuming his position last year, Aberin has implemented several intervention strategies to curb criminal incidents nationwide. A key focus has been the strict enforcement of local government ordinances in Metro Manila. As a result of these stricter measures, over 148,000 violators were apprehended within the first 24 days of 2025, generating more than P42 million in revenue for local government units. Aberin explained that this strict enforcement, encompassing a range of ordinances from prohibitions on smoking and drinking in public to curfew regulations and limitations on karaoke usage, aligns with the Broken Windows theory. This theory posits that more serious crimes often stem from seemingly minor offenses and breaches of regulations. Therefore, addressing these smaller infractions promptly is crucial to preventing escalation into more significant crimes
