"I would like to extend a very grateful and very joyful happy birthday to former President Gloria Macapagal-Arroyo. I cannot do this greeting without mentioning all the help, assistance, and guidance that you have provided in all of the things that we have been doing and there are many things that I cannot imagine we would not [have] been able to do if not for your advice and your guidance on many of these very important issues," Marcos said.
