PRESIDENT Ferdinand Marcos Jr. has named two new national scientists for their achievements in the fields of genetics, nematology and plant pathology, Malacañang said on Friday.Through Proclamations 642 and 643, the President bestowed the honor on Carmencita David Padilla and Romulo Gelbolingo Davide, respectively, upon the recommendation of Science and Technology Secretary Renato Solidum.Both proclamations were signed by Executive Secretary Lucas Bersamin.
Padilla was recognized for her work in the field of genetics that greatly contributed to the enactment of Republic Act 9288, or the Newborn Screening Act of 2004, and RA 10747, also known as the Rare Diseases Act of the Philippines.These laws aim to prevent mental retardation and death from certain congenital disorders detectable at birth.
