AS the Senate blue ribbon committee under Sen. Rodante Marcoleta digs deeper into what looks like a deepening mega scandal involving P545 billion in flood control projects these last three years, President Ferdinand Marcos Jr. has become unspeakably angry over the criminal performance of this particular sector.
Yet it has become very clear that being very angry, or being seen to be very angry, is not nearly good enough.The President has to act.He cannot merely threaten evildoers by press release. He must use the law to punish the corrupt, remove them from public office, confiscate their ill-gotten wealth, and put them behind bars after due process. Until he does this, people will be laughing behind his back and dismissing his leadership as incurably weak.
These were: ABB Trazione of Italy; Hopewell Holdings of Hong Kong; Mansteel International Corp. of Mandaue, Cebu; and Mitsui & Co. Ltd. of Japan. All had proven financial and technical capability, but all were pre-disqualified in favor of EDSA LRT Corp., a new corporation recently registered in Hong Kong with a capitalization of $998. This became the only qualified bidder.
