President Ferdinand Marcos Jr. can appoint a new vice president if Vice President Sara Duterte is impeached and removed from office, according to a political analyst. Froilan Calilung, a professor of political science at the University of Santo Tomas, stated that the Constitution grants the president the authority to nominate someone to fill the vice president ial vacancy.
He cited the case of former President Gloria Macapagal-Arroyo who nominated then-Senator Teofisto Guingona to the vice presidency in 2001 after the position was declared vacant. Guingona's nomination was subsequently approved by Congress, making him the 11th vice president of the Philippines. Calilung believes that President Marcos Jr. will likely appoint an ally or someone from his political bloc to ensure a smoother political path towards 2028. He anticipates that the political impact of impeachment would be the 'perpetual disqualification' of Duterte from holding any public office or government position upon conviction. This effectively eliminates a strong potential opponent for the 2028 presidential election.Calilung also pointed out that there is a 'strong chance' of a conviction if the majority of President Marcos Jr.'s senatorial candidates win the upcoming elections. He notes that the outcome of the Senate elections will be crucial in determining the fate of the impeachment proceedings. Calilung believes that the 32 million people who voted for Vice President Duterte will play a significant role in this upcoming election. If they successfully resist voting for the administration's preferred Senate candidates, it could demonstrate the continued influence of the Dutertes over voters.On Wednesday, the House of Representatives voted to impeach Duterte with 215 lawmakers endorsing the complaint. However, the Senate adjourned without addressing the impeachment bid. Calilung argues that the impeachment before the House was unconstitutional because it 'failed to satisfy the requisites for determining the sufficiency both in form and in substance of the complaint.' He contends that the process was rushed and did not adhere to the constitutional procedures for impeachment. He emphasizes that impeachment is a 'solemn function' entrusted to Congress, requiring sufficient time for members to thoroughly examine the allegations and ensure due process. Calilung believes that the expedited nature of this impeachment attempt undermines the constitutional requirements and renders the action partially unconstitutional
