MANDAUE City may soon have a new multi-level public library and co-learning space after the City Council approved a resolution recommending its inclusion in the 2026 Annual Investment Plan and the 20 Percent Development Fund.Authored by Councilor Carlo Fortuna, the resolution urges Mayor Thadeo “Jonkie” Ouano to prioritize the construction of a modern public library to address the growing demand for accessible and inclusive learning spaces, particularly for students.
“Private cafés and coffee shops have become alternative study areas for students, while others rely on open spaces,” the resolution stated. It added that while internet access has become essential for learning, not everyone can afford consistent connectivity.The proposed library is envisioned to be more than just a repository of books. It will serve as a co-learning hub aimed at promoting digital inclusion, community engagement, and lifelong learning.
