SAN MANUEL, Pangasinan — Farmer Juanito Español was not a bit worried when in mid-2023 the Philippine Atmospheric, Geophysical and Astronomical Services Administration announced that the country was going to experience the El Niño phenomenon starting October that year.It was the beginning of the dry cropping season, the time he and the other farmers from his village in Mangaldan town needed water the most.
The re-regulating pond in San Manuel, Pangasinan, has been providing year-round irrigation to Pangasinan farmers. It was financed by a P4.5-billion loan from the China Export-Import Bank and built by China CAMC Engineering Co. Ltd. The pond includes a 350-meter long and 18-meter high overflow dam, a 1 million-square meter reservoir, two catchment sluices and two water intakes with a flow of 80 cubic meters per second.
That is, until the dam's water level dropped to critical levels in May this year due to the dry spell, leaving farmers wondering whether they will have water to irrigate their farms for the cropping season. The farmers had pinned their hopes on the P11.25-billion Agno River Integrated Irrigation Project , the irrigation component of the San Roque Multipurpose Project. The San Roque Power Corp.
