The fishing arrangement between the Philippines and China is a
“pragmatic” arrangement to keep peace and order in the disputed South China Sea, Malacañang defended Thursday.The verbal agreement, forged between President Duterte and Chinese President Xi Jinping, was also neither unconstitutional nor was kept secret from the public as alleged by government critics, according to Presidential Spokesman Salvador Panelo.
He also said the President was clear when he declared that the Philippines, as the “owner” of the West Philippine Sea, is “only granting fishing rights to China.” President Duterte earlier admitted that China cannot be prevented from fishing in the country’s waters since they are in possession of the area. He also previously mentioned a mutual agreement with Xi Jinping allowing China to fish in the country’s waters after Beijing agreed not to block the access of Filipino fishermen to Panatag Shoal.
