'Today, more than 91,000 families — that's almost the entire population of Malabon — are registered in the Blue Card system,' he added. Through the program, beneficiaries have gained access to various forms of social assistance, including financial aid and grocery packages. As of 2025, the city government has completed 12 tranches of aid distribution, Rosete said.
