Kontra Daya, a Philippine election watchdog, revealed that over half of the party-list organizations running in the 2025 elections lack representation for marginalized communities. The study highlights concerns about political clans, businesses, and military ties influencing party-list nominations.

More than half of the party-list organizations participating in the Eleksyon 2025 elections do not represent marginalized sectors, according to a recent study by Kontra Daya, an election watchdog. The study revealed that 55.13% or 86 out of 156 party-list groups vying for seats in the House of Representatives lack representation for the poor and underrepresented communities. Kontra Daya identified several concerning trends among these party-list groups.

Forty groups have ties to political clans, 25 have connections to large businesses, 18 have links to police or military organizations, seven have ongoing corruption cases, and 11 present dubious advocacies. Moreover, nine party-list organizations provided limited information in their application forms submitted to the Commission on Elections (Comelec), offering only general details about their work and lacking specific information about their activities and goals.Kontra Daya urged the public to meticulously scrutinize all ten nominees listed by each party-list group, not just the top three, as members of political clans may be strategically placed in lower positions on the list. This highlights the importance of thorough examination and understanding the backgrounds and affiliations of all party-list nominees to ensure that genuine representatives of marginalized sectors are elected. In 2013, the Supreme Court ruled that party-list groups can either represent marginalized and underrepresented sectors or lack well-defined political constituencies. The court defined marginalized sectors as labor, peasant, fisherfolk, urban poor, indigenous cultural communities, handicapped, veterans, and overseas workers, while groups lacking well-defined constituencies include professionals, the elderly, women, and youth. The SC emphasized that nominees representing marginalized sectors must belong to these groups or have a proven track record of advocating for their interests
