The Land Transportation Office (LTO) has issued guidelines to ensure the efficient and fast distribution of official vehicle documents, license plates, and RFID for newly purchased motor vehicles. The guidelines require accredited manufacturers, importers, assemblers, dealers, and other entities to observe a five-day rule in releasing the documents to vehicle owners.

The Land Transportation Office issued guidelines to all accredited manufacturers, importers, assemblers, dealers, and other entities for the efficient and fast distribution of official receipt/certificate of registration , license plates and radio frequency identification of newly bought motor vehicles .

The memorandum directed to the MAIRDOEs stated that the online submission of documentary requirements must be done in two days, while the payment after approval of the new registration transaction must be done in one day.
